MAJOR RESIDENTIAL DEVELOPMENT RECEIVES STAMP OF APPROVAL

KPPC Planning Consultants has gained planning permission for a major development of nearly 200 new homes in Hampshire

The application has been approved for 196 homes – including 69 properties as 35% per cent affordable housing – and associated infrastructure on land north of Cooks Lane, in Totton.

KPPC received the final grant of outline planning permission from New Forest District Council for the scheme following completion of legal agreements.

It has represented the applicant from the initial stages of site assessment and promotion, through allocation within the New Forest District Local Plan and the formal planning application stage.

KPPC Planning Director Adam Bennett said: “Granting of final Outline Planning Permission is a milestone for this development.

“It represents the fruition of tireless work by a dedicated project team to realise the potential of a site that, although comprising part of the council’s Strategic Site Allocation SS1, presented some complex drainage, highways, ecological and arboricultural challenges to resolve.

“There have been lengthy discussions and collaborative working with local authority officers to deliver a well-considered and highly sustainable development which is locally distinctive and respects its position on the northern edge of Totton.

“It will deliver a sustainable and attractive extension to the town as well as a development which will meet needs of the local demographic and community as a whole, with affordable homes at a policy compliant 35% of the development, allowing access to housing that they need and want.

“Green space through the site, including a well-considered network of cycle routes and footpaths, will deliver sustainable connectivity from the existing urban area to other parts of the SS1 allocation which are yet to be brought forwards and enable the development of a sustainable, permeable community.”

Adam added: “The development will make a major contribution to the SS1 housing allocation of at least 1,000 homes as well as New Forest District Council’s housing supply and its aspiration to reach targets under the government’s planning reforms.

“We are grateful to the local authority for recognising the economic, environmental and social benefits that this development will bring and the commitment of the entire project team.

“We hope to be able to continue to offer our planning expertise at the next planning stages to see this site and its significant public benefits delivered.”

The site is located at the northernmost edge of Totton, about 2.25km from the town centre and  has a higher density residential development to the south.

Housing is set to comprise a mix of one, two, three and four bed properties with affordable provided for by way of a Section 106 agreement

Public Open Space and Alternative Natural Recreational Greenspace (ANRG) will be provided within the development.

There will be a connected fabric of green spaces to frame the development as a landscape led scheme with a substantial green spine – including important tree belts, native hedgerows, woodland blocks and water courses.

The green spaces will provide opportunities for children’s play, dog walking, cycling and other recreational activity while pedestrian and cycle paths will help create a permeable development and support sustainable patterns of movement

Planning permission was granted with conditions covering such matters construction management, drainage, Biodiversity Net Gain, ecological enhancement and access.
