PLANNERS REAFFIRM SUPPORT FOR BURGATE SCHEME

KPPC gained fresh backing for a development of 53 homes near Fordingbridge when it came before New Forest District Council.

Our Planning Director Adam Bennett made representations at the authority’s Planning Committee for the scheme off the A338 Salisbury Road at Burgate.

Councillors agreed to allow a time extension to finalise a Section 106 legal agreement for the site, following approval of a hybrid application last May.

The scheme includes an outline application for demolition and removal of redundant agricultural buildings to allow for 41 homes, a new access and public open space.

It also features full plans for 12 affordable homes through conversion and extension of the site’s existing Middle Burgate House into four flats and construction of a block of eight flats.

Historical elements have been incorporated into the design of the development, including a disused railway line and sections used as a wartime food depot.

Adam explained to the committee how discussions have been ongoing with New Forest District Council and Hampshire County Council officers and other parties to ensure all relevant provisions are addressed in the Section 106 agreement.

He said that the various discussions involved in preparing a legal agreement are lengthy and common place, with the arrangements for this Section 106 reflecting the length of time of many other legal agreements to do with strategic sites in the plan area.

The committee unanimously approved a further 12 months for the Section 106 agreement to be completed.

It is hoped that it will be signed in the coming months to enable permission to be granted formally.

The project is a well-considered and unique development proposal, which truly reflects the existing and historical context of Burgate embracing its horticultural and railway heritage.

Reports of the planning committee in the media have included comments from Councillors praising the development.

Planning committee member Cllr John Sleep said: “I’m delighted about this design because it brings in the history of the place and it is lovely to see an estate laid out with some variation in it. I am impressed with that.”

Cllr Malcolm Wade said: “It is a very nice development with a lot of variety. It is well constructed, and it seems to be a good addition to the housing stock of the district.”
