ANGELA RAYNER RETURNS AS HOUSING SECRETARY

July 21, 2026

Angela Rayner has returned as Secretary of State for Housing, Communities and Local Government in new Prime Minister Andy Burnham’s cabinet.

Meanwhile, Matthew Pennycook has kept his job as Housing Minister despite the overhaul of top positions.

It has come as little surprise to see Ms Rayner come back into the cabinet under the new regime.

Her return and the retention of Mr Pennycook represents a continuity of sorts although there may be changes in store.

Mr Burnham has already vowed to deliver ‘the biggest council house building programme since the post-war period’ – a pledge Ms Rayner is likely to enthusiastically support.

He also reiterated his commitment to devolution and place-based growth in his first speech as PM – to devolve power to “every postcode in the land”.

We will monitor any policy shifts and keep you updated about what this will mean for planning, property and development.
