KPPC is pleased to have helped a Bournemouth-based Special Educational Needs (SEN) charity find a permanent home.
We secured permission from BCP Council for Change of Use of a former guest house (Use Class C1) to a school (Use Class F1) at Southbourne Grove Hotel in Southbourne, Bournemouth.
The proposal was to give the Connie Rothman Learning Trust a permanent base, which has been operating out temporary accommodation for several years.
The original application was refused by BCP Council for highway safety, parking and intensification of the highway network reasons.
We then undertook pre-application discussions with the Council to resolve the issues raised and resubmitted the application with a revised approach toward student drop-off and pick-up regimes, on-site parking, cycle storage and with the benefit of parking surveys to demonstrate that on-street parking levels were sufficient to support the use.

The application went to committee with a recommendation for approval and the committee members unanimously voted in favour of the proposal.
KPPC Associate Planning Consultant James Blake MRTPI said: “I am really pleased to have been able to assist a local educational charity in navigating the planning system successfully to achieve its goal of finding a permanent home for staff and students alike.”
We wish all of the staff and students at the Connie Rothman Learning Trust the very best in their new home.
